How this instrument works
Cubic centimetres are cubes measuring one centimetre along each edge. Millilitres are thousandths of a litre, and since 1964 that litre has been defined as exactly one cubic decimetre — ten centimetres on every side, holding precisely 1000 of those smaller cubes. So one cc is one ml by construction, with no measured quantity anywhere in that chain and nothing left to round.
That tidy identity is younger than it looks. In 1901 litres were defined instead as volume occupied by one kilogram of pure water at its density maximum under standard atmospheric pressure — an appealing idea that turned out to equal 1.000028 cubic decimetres. For sixty-three years, therefore, millilitres ran about 28 parts per million larger than cubic centimetres, and metrologists who wrote ml rather than cm³ meant something faintly different by it. That wording was scrapped in October 1964 by the 12th General Conference on Weights and Measures, which restored litre as a plain alias for cubic decimetre.
Usage split along old habits rather than logic. Cubic centimetres persist wherever volume describes hardware: motorcycle and scooter engines advertise 125 cc or 998 cc of swept displacement, syringe barrels in American wards carry cc graduations, aquarium dosing pumps are calibrated likewise. Millilitres own pharmacy, cooking, laboratory glassware and drinks labelling almost everywhere else. Only one of those symbols belongs to SI: cm³. Writing cc is shorthand inherited from cubic centimeter, tolerated by convention and discouraged by NIST guidance, though no engine catalogue shows any sign of dropping it.

Worked example — 250 cc of two-stroke oil
Service manuals for small two-stroke engines call for 250 cc of oil, and every measuring cylinder on your bench happens to be graduated in millilitres instead. Type 250 into Cubic centimetres (cc); Millilitres (ml) answers 250.0. Fill to that line and you have poured precisely what was specified — a quarter of a litre, roughly one coffee mug.
Run that same job under pre-1964 rules and 250 ml would have measured 250.007 cc. Seven microlitres is roughly one seventh of one drop from a household dropper, which is why nobody outside standards laboratories ever noticed any discrepancy, and why abolishing it cost industry nothing whatsoever.

Is one cc exactly equal to one ml?
Yes — exactly, by definition rather than by measurement. Litres have been defined as precisely one cubic decimetre since 1964, and cubic decimetres contain exactly 1000 cubic centimetres, so millilitre and cubic centimetre name identical volumes. Nothing gets rounded here: whatever you type comes back unchanged, and any trailing zeros you see are display formatting rather than conversion error.
Why do hospitals insist on ml instead of cc?
Handwriting. A scrawled cc can be read as two zeros or as u for units, and either misreading invites tenfold dosing errors. Both the Institute for Safe Medication Practices and Joint Commission accreditation lists therefore flag cc as an abbreviation to avoid, recommending ml on charts, orders and pump programming. Clinically both quantities are identical — this is a legibility rule, not a metric one.
Should I write cc, ccm, or cm³?
cm³ is the only form sanctioned by SI, and the one to use in scientific writing or anything following NIST Special Publication 811. cc survives as informal shorthand for cubic centimetre and stays completely standard in engine specifications, where 650 cc twins are never advertised as 650 cm³ twins. ccm turns up in older German-language sources meaning exactly the same thing. All three describe one volume.
Does one ml of liquid always weigh one gram?
No — that equivalence holds for fresh water near 4 °C and nowhere else. Petrol comes in around 0.75 g per ml, olive oil 0.91, honey roughly 1.42, mercury 13.53. Converting volume into mass needs density figures for your particular substance, and often its temperature too. Treating cc as a mass unit is probably the costliest mistake anyone makes with either symbol.
How many cc make a litre?
Exactly 1000, so 250 cc is 0.25 L and 1500 cc is 1.5 L. Engine catalogues lean on that relationship constantly: 1998 cc four-cylinders get badged 2.0 litre, and 1198 cc three-cylinders become 1.2. Displacement figures describe swept geometric volume rather than fluid capacity, but arithmetic behind them is identical.
Is cc the same thing as cl?
No, and confusing them costs tenfold. One centilitre is 10 ml, so 33 cl — a common European can marking — means 330 ml or 330 cc. Continental drinks labels and bar measures favour cl, while cc appears mainly in engineering and clinical settings. Read carefully where handwriting is involved, because a scrawled cl and cc look alike yet sit an order of magnitude apart.
