How this instrument works

A decimal and a percentage describe the same point on the number line under two different scales. Decimal notation treats 1 as 'the whole'; percent notation treats 100 as 'the whole' instead — the word itself comes from the Latin per centum, 'by the hundred.' Multiplying by 100 is the entire conversion: it re-labels the same quantity on the second scale without changing the quantity itself, the way writing a price in cents instead of dollars doesn't put anything extra in your wallet, only multiplies the number by 100 to match the smaller unit.

Because the underlying number system is already base ten, that multiplication has a shortcut: move the decimal point two places to the right and the percentage is already on the page, no division required. This is the one respect in which converting a decimal differs from converting a raw fraction — a fraction such as 3⁄7 must first be divided out to a decimal before that shift means anything, and if the division never terminates, the shift ends up applied to an already-rounded number. A decimal input starts one step ahead of a fraction: someone has already done the dividing, so this instrument does nothing but relocate the point.

The scale runs past its own top end without complaint. A decimal larger than 1 — attendance recorded as 1.2 of a target, say — converts to 120%, a reading that means 'more than the whole thing,' which is completely ordinary in growth and ratio figures. A negative decimal carries its sign straight through the multiplication too: −0.08 becomes −8%, the standard way a shortfall or a loss gets reported on the percent scale.
