How this instrument works
Neither hour nor minute is an SI unit. Both are listed by BIPM among non-SI units accepted for use alongside SI, each defined as a whole multiple of the one genuine base unit for time: the second, fixed since 1967 at 9,192,631,770 cycles of caesium-133 radiation. A minute is set at exactly 60 of those seconds and an hour at 3,600, so 3,600 ÷ 60 = 60 falls out with nothing to measure and nothing to round.
For most of clock history, that arithmetic went unused, because clocks had nothing to show it on. Christiaan Huygens's pendulum clock of 1656 cut timekeeping error roughly sixtyfold, from about fifteen minutes a day down to around fifteen seconds — accurate enough, for the first time, that a minute hand was worth adding. Dedicated minute hands only became a normal clock-face feature from around 1690 onward; before that, a single hour hand was precision enough for daily life.
That same 180-minute mark shows up in air-passenger law. Under EU Regulation 261/2004, as clarified by the Court of Justice's 2009 Sturgeon ruling and reaffirmed in 2012, a flight delayed three hours or more at its final destination entitles passengers to fixed compensation, treated the same as an outright cancellation. A passenger's connecting flight lands 3 hours behind schedule. Airline ops desks and claims software track that boundary in minutes to avoid disputes at the edge: a delay logged at 179 minutes falls short of the threshold entirely, while 180 minutes clears it. Multiplying 3 by 60 gives that boundary with no rounding anywhere in the calculation.
Questions
Is an hour exactly 60 minutes?
Yes, by definition rather than measurement. BIPM fixes the minute at exactly 60 seconds and the hour at exactly 3,600 seconds, so their ratio of 60 carries zero uncertainty. One narrow exception exists in civil timekeeping: a UTC minute containing an inserted leap second runs to 61 seconds, though that has never changed how many minutes make up an hour, only how long one of those minutes occasionally lasts.
Why does flight-delay compensation hinge on a three-hour mark?
Because the Court of Justice of the European Union ruled, in its November 2009 Sturgeon judgment, that EU Regulation 261/2004 entitles passengers to the same fixed compensation for a long delay — arriving three hours or more late at their final destination — as for an outright flight cancellation. That ruling was challenged and reaffirmed by the Grand Chamber in 2012. Why 60 minutes rather than a round metric number?
Inheritance from Babylonian base-60 arithmetic, carried through Hellenistic astronomy into medieval Europe. Sixty has far more divisors than one hundred — halves, thirds, quarters, fifths, sixths and more of an hour all land on a whole number of minutes — which is one reason it stuck even after revolutionary France's 1793 attempt at decimal time, ten hours a day of a hundred decimal minutes each, was abandoned within about two years.
When did clocks start showing minutes at all?
Not until mechanisms grew accurate enough to make a minute hand meaningful. How do I convert minutes back into hours?
Divide by 60. A 150-minute delay is 2.5 hours; a 45-minute meeting is 0.75 hour. For a mixed hours-and-minutes reading, keep the whole number as hours and multiply whatever fraction remains by 60 again — 2.5 hours gives 2 hours plus 0.5 × 60 = 30 minutes, so 2 hours 30 minutes exactly.
How is a duration of three hours written in ISO 8601?
As PT3H — the letter P marking a duration, T separating the date and time parts, and H naming hours. The equivalent in minutes, PT180M, describes the identical span and both are valid ISO 8601 duration strings; software that logs durations in seconds or minutes internally can freely emit either form, since 3 hours and 180 minutes are, as this page shows, exactly the same length of time.
