How this instrument works

A million is a thousand thousand (10⁶) and a billion is a thousand million (10⁹) under the short scale now used by virtually every English-speaking country, the IMF, the World Bank and every major financial press outlet. Multiplying millions by 0.001 collapses three more zeros, moving a figure from the millions column straight into the billions column with nothing to round.

The name billion did not always mean a thousand million.
